Testing of ET2010 dual-system tram-train for approval for the Karlsruhe city rail network
Since early 2011, TÜV SÜD Rail has provided expert support on behalf of Bombardier Transportation in obtaining parallel homologation for the ET2010 tram-train according to the Railway Construction and Operations Act (EBO) and the Tram Construction and Operation Ordinance (BOStrab). The dual-system tram-train will be used in the Karlsruhe tram network, operated by the local public transport company Verkehrsbetriebe Karlsruhe GmbH (VBK) and Albtal-Verkehrs-Gesellschaft GmbH (AVG).
The testing required for provisional restricted passenger operation according to BOStrab was completed successfully in June 2013, as well as the specialist reports for EBA approval for limited passenger operation according to EBO TÜV SÜD Rail GmbH’s BOStrab test center is accredited by the Technical Supervision Authority (TAB), Stuttgart Regional Council, as a qualified body under § 5 (2) BOStrab. TÜV SÜD provided evaluation of all specialist areas as classified by EBA as well as closed acceptance testing in accordance with BOStrab. A distinct advantage of TÜV SÜD Rail is that it has its own EBA-accredited experts for the majority of the 24 specialist areas and is therefore virtually a one-stop service provider for all the expert reports and assessments required. The customer can thus guarantee compliance with TÜV SÜD’s high standards and process commissions in an integrated and efficient manner.
The project was a highly challenging one, requiring testing and assessment for two homologation processes in parallel and addressing the extensive and, in some cases, inconsistent requirements of the EBO and BOStrab regulations. Despite this, all approvals were obtained to the satisfaction of all parties concerned, thanks to the excellent collaboration and timely supply of the expert reports for the submission of documentation. A further contributing factor was the opportunity to align resource budgeting flexibly to project needs.
Ongoing assessments reflecting subsequent modifications are also carried out. This process is notable for the in-depth collaboration between TÜV SÜD and Bombardier Transportation during the advanced stages of vehicle design on the one hand, and between Verkehrsbetriebe Karlsruhe GmbH (VBK) and Albtal-Verkehrs-Gesellschaft mbH (AVG) and the supervisory authorities on the other. The dual-system tram-train is a highly complex vehicle delivering single to quadruple traction, which is used in two power systems – 750 V DC and 15kV 16 2/3 Hz AC – and in the two operational environments of EBO and BOStrab.
The project is currently in the concluding stages of testing for unlimited operation according to BOStrab, and is scheduled for completion before the end of 2015.
