On 16 March 2016, the European Chemical Agency (ECHA) launched the 2nd public consultation on Octamethylcyclotetrasiloxane (D4) (CAS no. 556-67-2) and Decamethylcyclopentasiloxane (D5) (CAS no. 541-02-6) under REACH Annex XVII. The public consultation will end on 16 May 2016.
In 2015, the United Kingdom submitted a report, proposed to amend Annex XVII of REACH to restrict placing on the market of D4 and D5 in personal care products.
After 1st public consultation, both of the Risk Assessment Committee (RAC) and the Socio-Economic Assessment Committee (SEAC) considered that the proposed restriction is the most appropriate EU wide measure to address the identified risks provided the conditions of the proposed restriction were modified by the RAC.
After the 2nd public consultation, the ECHA will submit the final opinions to the European Commission (EC) to see if it is needed to amend Annex XVII.
