Europe: REACH restriction on lead in consumer products published
The European Union’s restriction on lead in consumer products was published in the Official Journal, amending the existing lead restriction in entry 63 of Annex XVII. Changes include two additional exemptions, as well as the inclusion of a concrete list of the EU regulations that articles within the scope of are exempted.
Europe: ECHA’s 6th recommendation to include 15 SVHCs to the Authorisation List
After the public consultation in September 2014, the European Chemicals Agency (ECHA) recommended 15 Substances of Very High Concern (SVHC) to the European Commission (EC) on 1 July 2015. This is the 6th recommendation from the ECHA for inclusion of substances in the Authorisation List (Annex XIV).
Norden: Nordic Council published a guide for food contact materials
On 4 June 2015, the Nordic Council of Ministers (Norden) published a guide on "Food contact materials – metals and alloys, Nordic guide for authorities, industry and trade"for metals and alloys used as food contact materials (FCM). The Norden guide is meant to support compliance work in trade and industry, and as a tool for the official food inspection with regard to FCM composed of metals and alloys.
The list of harmonised standards for the EU Toy Safety Directive (2009/48/EC) is updated in the Official Journal of the European Union (OJEU). The application of the new EN 71-14 standard on Trampolines for Domestic Use took immediate effect from the date of publication, while the new versions of EN 71-1, EN 71-3 and EN 62115 will become effective after their respective transitional period.
US: CPSC exempts unfinished trunk wood from heavy elements testing in toys
On 17 July 2015, the U.S. Consumer Product Safety Commission (CPSC) has issued a direct final rule determining unfinished and untreated wood from tree trunks does not contain heavy elements that would exceed the limits specified in the CPSC’s toy standard. The rule will come into effect on 15 September 2015.
Europe: Draft amendment to Regulation (EU) No.10/2011 on plastic food contact materials and articles
On 29 April 2015, the European Commission (EC) notified the World Trade Organisation (WTO) that it intends to introduce a draft Commission Regulation, amending Regulation (EU) No. 10/2011 on plastic materials and articles intended to come into contact with food (‘The Plastics Regulation’).
Bahrain: Bahrain adopts GSO Technical Requirements on switches
On 30 April 2015, Bahrain's Ministry of Industry and Trade adopted a resolution to recognise the application of GSO technical standards on switches for household and similar fixed installations. Resolution No. 42, 2015 of adopting GSO Technical Requirements on Switches for Household and Similar Fixed Electrical Installations is approved and will be in force on 7 November 2015.
India: India extends deadline for implementation of Compulsory Registration Scheme
Ministry of Communications and Information Technology, Government of India, Department of Electronics & Information Technology (DeitY) has again published a notification to extend the deadline for newly added products to 1 December 2015.
India: Energy Efficiency Labelling Scheme comes into force
On 7th July 2015, Bureau of Energy Efficiency published Schedule-20 specifies the energy labelling requirements for self-ballasted non directional general service LED lamps for general lighting services that work on single phase A.C. supply up to and including 250V, 50Hz, being manufactured, imported or sold in India.
